Julie Kilgore

Julie Kilgore is president of Wasatch Environmental. She has 25 years of experience in environmental assessment, investigation, remediation, and regulatory agency coordination.

Since 2000, Ms. Kilgore has chaired the task group responsible for developing the revisions to ASTM 1527 Phase I Environmental Site Assessment Standard, and she was appointed by EPA to serve on the regulatory negotiation Federal Advisory Committee to assist the EPA in developing the federal All Appropriate Inquiry regulation. In addition to being involved with ASTM International, Julie has participated in the Environmental Affairs Committee of the Salt Lake Chamber of Commerce and the Envision Utah Brownfields Task Force, and she was recently elected to the Environmental Bankers Association Board of Governors.

 

Relevant Experience

  • Conducts or oversees professional services related to property transactions and redevelopment projects including All Appropriate Inquiries (Phase I), site investigations/delineations, and remedial implementation and oversight.
  • Has been directly involved in various phases of hundreds of environmental site assessments for lenders, buyers, home builders, large retail developers, ski resorts, tribes, municipalities, and federal agencies.
  • Provides and/or oversees turn-key environmental consulting ranging from Phase I Environmental Site Assessments through investigation/site characterization and remediation.
  • Has worked on redevelopment projects that include multi-parcel big-box store acquisitions in historical industrialized areas, as well as major renovation/change-of-use projects for transitional low-income housing.
  • Provides environmental due diligence for conservation acquisition projects.

 

Training and Industry Outreach

As a result of Ms. Kilgore's involvement in development of industry standards, federal regulation, and local policies, she was requested to assist in developing numerous Phase I ESA, Transaction Screen, and Phase II Environmental Site Assessment training courses, and she regularly conducts industry training courses throughout the country that include the following:
